275 Ha Masterplan Community & Marina - SW Perth (WA)

The proposed development of the peel inlet marina and masterplan community was located on a 275 Ha land parcel in Mandurah, 80km south-west of the Perth CBD.  

The project masterplan consisted of circa 2,800 residential land lots, 300 birth marina and town centre, 30km of external access roads and navigation channel for marina access to the ocean. 

MP was engaged by the landowner / proponent to prepare an updated business case and preliminary approval of the Activity Centre Plan (ACP) for the masterplan. 

Services included;

• Establish stakeholder engagement and government relations plan and facilitate liaison with all relevant parties. 
• Advised regarding complex environmental and regulatory environment in respect of coastal development and marina construction. 
• Established strategic plan for business case update and program to approval of the Activity Centre Plan.
• Prepared budgets for all associated consultancy and site investigation / field works. 
• Engaged external consultants and managed all design outputs as required for the planning submission. 
• Prepared updated feasibility for the entire masterplan considering latest constraints mapping and environmental regulations. 
• Analyzed marina operations and prepared relevant business case for marina asset management. 
• Facilitated latest property market analysis and valuation for business case support
• Prepared retail strategy for town centre and justification for retail GFA proposal. 
• Negotiation with adjacent landowners for infrastructure and road access agreements. 
• Finalise business case for investment decision to proceed with project.
