30 Bed Youth Accommodation Project - Beenleigh (QLD)

Project Overview

The 30 Bed Homeless Accommodation Project (HAP) is a purpose-built short term residential facility including 30 singles suites targeting youth at risk or experiencing homelessness. 

Spread across three floors with communal facilities allowing residents to connect and also seek counselling and support services all within a safe and supportive environment to help them get back on their feet.  

Development Services

Montford Property (MP) are providing a full suite of development services from site identification and acquisition, through to operational handover. 

Acquisition and Transaction Management

MP prepared the project brief from the cient which included analysis of reference projects, market research and gaining an  understanding of the operational requirements. 

From approval of the brief MP were able to;

  • confirm the definition of use under the local planning instrument. 
  • Determine the zonings where the use was permissible.
  • Prepare initial area assessment to identify potential sites to target for off-market transactions. 
  • Identified a number of target sites that met the criteria. 
  • Established a template design to guide site suitability assessment.
  • Managed transaction on behalf of the client on a 2,400m2 site in Manilla Street Beenleigh. 
  • Coordinated all due diligence and business case for approval to acquire. 


Concept Design to Development Application

MP has managed the concept and schematic design phase through to development approval. Services included;

  • Establish the project design and functional brief for sign off by the client.
  • Prepare project execution plan and obtained endorsement from the project sponsor. 
  • Established concept masterplan and preliminary business case for board approval. 
  • Engaged external design team and managed accordingly through the scheme design to development application.
  • Established the stakeholder engagement and government relations plan and facilitated liaison with all respective parties. 
  • Assess opportunities for project innovation such as modular construction and sustainability initiatives. 
  • Liaised closely with internal stakeholder groups including COO for family services, fund raising, procurement and public relations. 
  • Facilitate pre-lodgement activities with local government and ensure that the development application was properly made. 
  • Oversee development approval process including the RFI process, draft conditions review and assessment of the consent (achieved in March 2024).   

Procurement & Construction Supervision

MP managed the detailed design phase including Co-design workshops with end users / occupants and all operational stakeholders, and is now acting as construction superintendent during delivery on site. Activities include;

  • Design team management and deliverable assessment,
  • Ensure full design compliance with detailed design brief,
  • Safety in design compliance,
  • Prepared tender documentation, 
  • Main contractor procurement
  • Business case update and execution of main contract,
  • Building Approval and Operational Works approvals,
  • Site handover to contractor,
  • Construction superintendency,
  • Board reporting
